在消防工作已逾二十年,本身是從基層外勤做起,歷經諸多改革,例如勤休制度從勤二休一變革為勤一休一,未報加班費之超勤時數,從只能換算敘獎變革為可選擇補休,深夜值班變革為夜宿等。但消防外勤人員工作特性與睡眠品質,始終無法提升的太多,以勤休制度來說,似乎勤一休一就已是最好的服勤方式,因此消防外勤人員就必需二天之中就要有一天在消防駐地度過,隊上雖有勤室可供睡眠,但消防工作特性有高度機動性、團隊合作、危險性與工作壓力等,因此想在待命時能有一覺好眠,翌日神精氣爽,是不太可能發生之事。因此對於消防外勤人員是否會因工作特性與睡眠品質的因素對職場滿意度有所影響,是本論文研究之目的,也期望藉由本論文之研究提供一份

建議,如能因此改善主官對於消防工作特性與睡眠品質有所重視,進而傾聽外勤同仁想法,設立團隊研討改善方式,實屬外勤消防人員之幸。
